Nitro’s Law Passes Committee — Nitro`s Law – the bill that would make it more severe for people who commit animal abuse – passed through the committee without objection Tuesday morning.

COLUMBUS — Animal lovers gathered at the statehouse Tuesday to call for the passage of a bill that would increase penalties for abusive kennel owners. The legislation — called Nitro’s Law — would allow Ohio prosecutors the option of charging kennel owners with felonies if cruelty against an animal is proven. The bill is named for a three-year-old Rottweiler that starved to death in a Youngstown kennel five years ago. Nitro’s owners were among those at the statehouse demanding the law’s approval. “When we had left our beautiful healthy dog at High Caliber, he weighed in at 105 lbs.,” Tom Siesto said. “But the last time we saw our boy, he was dead, only weighing 45 lbs. [and] frozen solid.” The man held responsible for Nitro’s death spent four months in jail. The dog’s owners believe the sentence was too lenient. “Crimes against defenseless animals are the same types of crimes done to defenseless children and other humans, and are all one in the same, they are all victims,” Siesto said. Nitro’s Law has faced an uphill climb at the statehouse thus far. The bill died in the Senate in 2012, and has been presented during 3 legislative sessions. Despite the setbacks, the legislation’s supporters continue to fight for the bill’s passage. Elizabeth Raab, who owned Nitro along with Siesto, believes the legislation is worth fighting for. “We don’t want what happened to our family member, Nitro, his kennel mates, and our family to have to go through this again. If we can just save one life it will be worth it.” Ohio lawmakers could vote on the bill as early as April 30.

A volunteer writes: I love the ‘elder-bulls’. They’ve been around, experienced a lot, and are grateful for some attention, a slow walk and a warm place to sleep. Scrappy is a handsome elder, sleeping in his kennel but getting up quickly when I opened his kennel door and he saw my leash. He stepped outside and ‘went’ immediately indicating his is likely housetrained. Scrappy is a bit on the chunky side, walking slowly as he investigates his new environment. From time to time he steps up his pace showing me how lively he can be. He is friendly in a low key, easy going way. He was shy posing for photos as he was much more interested in continuing his exploratory walk. As a small Yorkie approached he wagged his tail gently as he did at all dogs we met. If you are looking for a companion with whom to watch your favorite TV shows, who won’t ask you to change channels or take over the remote control, Scrappy is your man! Ask to meet him today. He’d like to be home in time to watch the final competition of ‘The Voice’!!

Helper 962877 Scrappy was abandoned by his owner of five years and lived with three adults. He is house trained and has lived with other dogs, but does not get along with all dogs. Scrappy is said to be picky when it comes to strangers and does not get along with children. He was tense during handling, with fearful body language. Scrappy had a low body position during the tag test, but followed the assessor at the end of the leash. He did not resist being handled while eating, and was easily pushed out of the food bowl, but was not interested in toys or rawhide. Scrappy approached the helper dog with stiff body and language while growling. Look: 2. Dog’s eyes are averted. His body posture is tense and fearful; his tail is low and not moving. He allows head to be held loosely in Assessor’s cupped hands. Sensitivity: 2. Dog stands still and accepts the touch, his eyes are averted, his tail is between his legs, body stiff, mouth closed, lip long, ears back Tag: 1. Follows at end of leash, body low and a bit fearful. Squeeze 1: 1. Dog gently pulls back his paw. Squeeze2: 1 . Dog gently pulls back his paw. Food: 1. DO NOT call the shelter and say you are adopting unless you truly intend on physically going to the shelter to adopt the dog. It ties up phones lines and is a waste of the staff’s time to explain the adoption procedure over the phone for someone who is purposely not going to show up. They need every free second of their time to answer calls, assist actual adopters, process intakes, and care for the animals. More importantly, they will note the dog’s file that an adopter is en route which will prevent an actual adopter from saving the dog. This is considered a “fake adoption” hold and that is how dogs fall through the cracks and end up being killed.

For more information on a particular dog, email adoption@nycacc.org but ONLY if serious about adopting, and ONLY if you are able to GO TO the shelter in-person. Please do not email for status updates… the only thing you will accomplish is spamming their in boxes and causing REAL adopter emails to go un-noticed.
